WETLANDS DELINEATION, PERMITTING, MITIGATION, AND MONITORING

Various Federal, State, and local agencies have requirements for the protection of wetlands which require wetland impact permitting wetland mitigation, and wetland monitoring. Consul-Tech conducts jurisdictional wetland determinations and delineations; wetland permitting; wetland mitigation including restoration, creation and enhancement; construction oversight and monitoring of wetland mitigation sites to meet wetland permit success criteria. Consul-Tech identifies and provides mortality assessment/counts of plants, oversight of maintenance and exotic removal, and assessment of general health and progress of sites.
Typical wetland assessments consist first of a delineation of the boundary using both the 1987 Corps of Engineers Wetlands Delineation Manual and the State's delineation methodology as described in Chapter 62-340 Florida Administrative Code. Once the wetland areas have been delineated they are assessed using a variety of methodologies as appropriate including the Uniform Mitigation Assessment Method (UMAM) or the Wetlands Rapid Assessment Procedure (WRAP).

ENDANGERED AND THREATENED SPECIES SURVEYS AND HABITAT MANAGEMENT PLANS

Consul-Tech conducts endangered and threatened species surveys according to agency and scientific protocols. We have the capability of locating fixed features such as nests and burrows through the use of sub-meter accurate GPS. Consul-Tech is able to use current Geographic Information System (GIS) data sources as an aid in determining known and likely habitat for species of interest. Consul-Tech utilizes regulatory and scientific methods for devising management plans which may include relocation or preservation measures. Permitting and coordinating through applicable agencies may be sought as appropriate.

ENVIRONMENTAL IMPACT ASSESSMENTS

Consul-Tech has performed various Environmental Impact Assessments in accordance with Environmental Protection Agency (EPA) requirements. These studies involve a wide range of issues including social, economic, cultural, historical, natural, and physical impact evaluations. Some issues considered during these studies are contamination, wetlands, water quality, air quality, noise, endangered species, archeological, and historical sites.

ENVIRONMENTAL SITE ASSESSMENTS

Consul-Tech performs a large number of Phase I Environmental Site Assessments (ESAs) yearly for public and private sector clients throughout Florida. Consul-Tech site assessment personnel have extensive experience in determining the potential environmental liabilities of a wide variety of sites throughout the U.S., ranging from vacant land and small residential sites to major industrial facilities. Our assessment staff has considerable experience in assessing site contamination on numerous petroleum and hazardous materials contaminated sites, including U.S. Environmental Protection Agency (EPA) CERCLA/"Superfund" sites, Florida Department of Environmental Protection (FDEP) State-funded action sites, military bases and related facilities. We perform Phase I ESAs in accordance with the standards of practice and guidance as set forth by the American Society of Testing and Materials (ASTM) Standard E-1527-05 which satisfys the new EPA All Appropriate Inquiries (AAI) requirements. In particular, we have a thorough understanding of EPA, FDEP, and county agency regulations concerning issues that may be a potential environmental concern on a subject site, as well Florida's unique hydrogeology, water supply, soils, and natural ecological systems.

AIR AND NOISE STUDIES

Consul-Tech can perform noise and air studies for N.E.P.A. related projects or for private impact analysis. Our staff is trained in the newest EPA air modeling and noise modeling programs and in report preparation and supporting documentation. Consul-Tech staff is familiar with CO Screen, Mobile 5a, CAL3QHC, Caline, TNM, and Stamina models.

TREE SURVEYS

Consul-Tech performs certified tree surveys with support services for tree permit applications including identification of native and non-native trees and tree measurements.

BENTHIC SURVEYS

Consul-Tech also performs seagrass, coral reef, and soft-bottom surveys via agency and scientific protocols for use with impact assessments, permitting, and mitigation requirements. Consul-Tech has experience in providing input to design and construction activities which might minimize impacts and costs for projects which involve sensitive features.

ENVIRONMENTAL PERMITTING

Consul-Tech has experience in both obtaining permits for various projects and project phases and in ensuring permit compliance. Consul-Tech coordinates with various local, State, and Federal agencies during the pre-application process, the permitting processes, and the compliance phase. We have experience with agencies such as United States Army Corps of Engineers, South Florida Water Management District, Southwest Florida Water Management District, St. Johns River Water Management District Florida Department of Environmental Protection, Florida Fish and Wildlife Conservation Commission and United States Fish and Wildlife Service.

HAWK'S HAVEN

Services Provided:
1,800 acre residential golf community. Issues covered include habitat mapping, wetland delineation, endangered species surveys, endangered species management plans for Florida scrub Jays, gopher tortoises and Florida panthers. Obtained federal state and local authorizations.

LAGUNA ESTATES

Services Provided:
625 acre mixed use residential and commercial subdivision. Services provided included wildlife surveys, habitat mapping, endangered species management plans for wood storks and Florida snail kites, wetland mitigation design and environmental permitting services.

MONTECRISTO

Services Provided:
400 acre residential community, ConsulTech provided wetland delineation, wetland assessment, habitat mapping, wildlife surveys including endangered species, hydrological assessment, mitigation design, management plans for Florida panthers, Wood storks and black bears. Full suite of federal state and local permitting services.
